Slide 12 onwards of this presentation should give you an idea of the thinking of OSU admissions in recent past and in years moving forwards.

To summarize, their key goals for the next 5 years are: 1) increase the number of minority students, first generation college attendees, and Pell Grant awardees, 2) increase the fraction of out-of-state students to 35% (from 30% in 2015), and 3) hold the current numbers of the size of the class and average ACT/fraction of enrollees in top 10% of high school class etc.

Reading between the lines, it probably means that admission for out-of-state full pay students should somewhat easier, and in-state students will need to be strong on stats (top 10% of high-school class etc.) to get in, unless they are minority, first generation, or Pell Grant awardees.
