out of state chances

what are my chances with these stats:
Can anyone help me with my chances to getting in to one of my choices with out of state status:
Black male
Current TN resident (recently moved 4rm IN)
First Gen college student

Here are my stats:
GPA 3.2 UW(2.9 Freshman year but it has risen every semester, 2 3.55 semesters junior year)
SAT:700 verbal 640 math 610 on the stupid writing
ACT:28 Eng 27 math 30 reading 33 science 30 comp
Venture Scholar
National Achievement semi's (pending finalist notification)
2 time regional finalist in track
DECA state finalist (E-commerce)
only taken 1 AP so far but taking AP Calc and AP Bio in my senior year as well as honors eng.

you have a great chance; apply for the harrison scholars program due November 1; look at ohio state as well; just visited and my son loved-he's hispanic male, loves football so that's tipping the balance but he loved miami-super nice people and helpful administration--call both scools; express interest; ask to talk to someone in minority recruitment; they're both very responsive

What's your class rank? Your GPA is low, but your test scores are above average.

It's worth it to at least be in the Harrison pool because that group has the highest acceptance rate for the Honors Program. You might be offered an Oxford Scholar scholarship, although that would depend a lot on your rank.

Here's a link with the profile of this year's freshman class.
