Out of state costs...

I see that Miami U's out of state tuition, room and board, add up to $31,017. I suppose some people might pay that for their top programs, but do you think anybody is actually paying that for their lesser known, fledgling programs like electrical or computer engineering?

The info on their web site about scholarships is not as clear as it could be.

Thanks for opinions.

Well, I'm sure some OOS students have to be paying full fare, but Miami's financial aid is really nice as public schools go. (I'm not quite sure what you're getting at by your question). Miami gave me loans on top of my scholarship that weren't necessary at all, and I ended up paying about $8,000/year less than I would have at IU (in-state). Probably quite a few students in the engineering program got merit aid as well.
