GPA:
Can't really tell you much about it since GPA is rated on a 4.0 scale over here. The UC's have their own way of calculating your GPA, so the only thing that your high school GPA might count for is your class rank. It's unfortunate that they don't offer AP's, but the UC's will take into consideration all of the courses that your school offers. Since you're planning, or already have taken, all the tough courses your school offers, you're on the right track.

EC's:
Hate to sound so blunt, but nothing stands out. Anyone can be a member of a club. Try to consider more leadership positions. At the same time, try to pursue something that you are genuinely passionate about (that is something that I reaaaally think got me into ucla). When people ask me for advice to get into a certain college, my number one advice is to concentrate on your passion. Then the admission officers will see your dedication, commitment, and effort towards your passion, whatever it may be (Journalism? sports? Philanthropic?). A lot of bland applications that UC's get from applicants are a list of things they've done, and they can see through it that the applicant probably did those things to look good on their college application. Do something that makes you stand out of the crowd. You're competing against about 43,000 other applicants for about 10,000 spots.

Okay, maybe the tutoring for abused/homeless kids stands out a bit, but i guess that's because it's something that i really admire seeing when people do those kinds of things. Maybe concentrate on that, or expand on it. Start up a program maybe? recruit people for it? I'm sure you can do more than 1.5 hours of tutoring.

SAT's:
Your scores are pretty good, way better than mine. I believe they only take scores in one sitting though. Nothing else needs to be said, hehe.

Overall:
as an out-of-stater, all I know is that it's more difficult for you guys, since they give priority to CA residents, but don't let that deter you though. You seem to be on the right track, but you can probably expand more with your EC's.

Here are some links you might want to look at:

Freshman Admission:

In the second link, they posted the personal statement questions from last year. Although they are last year's questions, it seems as though each year the questions are generally similar. So just familiarize with what they're looking for and concentrate on it.

I hope I helped a bit, and best of luck!
