Whats the rates on this occurring compared to freshman admission for schools like UNC-Chapel Hill and UVA? Is it a lot harder for someone out-of-state to get in compared to those in-state?

It is SIGNIFICANTLY harder to get acceptance into a state school for a non-resident. Unless there is some VERY compelling reason to do so, I would avoid that path.

My basic recommendation is to apply to state schools where you live and if you want to apply out of state, a private school is your best bet.

well not to contradict exilio, but at least as it relates to UNC Chapel Hill, your odds are better for transfer admission than they would be for freshman admission when youre out of state, though the total accepted is lower.
