<p>I don't know what the official rule is, but I would highly recommend getting a friend to write one. That's kind of the point of the peer rec, to make sure everyone has at least one friend that can honestly write nice things about the applicant. The peer rec doesn't count for much, just to weed out the really 'bad apples.' Your friend doesn't have to write anything brilliant, just give a little insight into you.</p>
<p>sibling is understood as someone who likes you. Getting a friend in the first place requires you to have a somewhat personable character. Get a friend to write it, not your sibling. Your friend is more likely to write "friend things" whereas a sibling would write about a humorous family anecdote.</p>
<p>When we were visiting Dartmouth, the person doing the info session said a sibling was OK, a parent was NOT ok. FWIW
