<p>The application for the Foundation Fellowship and Ramsey scholarships requires a peer recommendation to be submitted by November 15th. The application says that I should list the name and email address of the peer that I want to write the recommendation. Will I have to submit the rest of the application in order for my friend to get the email telling him about what to write?</p>
