I suggest they both get LORs from other peers.
They could very well try to sabotage each other’s recommendations, I wouldn’t recommend it.

He has a point which is that if two students are both competing to get in it’s possible they could make each other sound bad to improve their own chances. But if they’re good friends according to the OP then hopefully that wouldn’t happen.
I think it would make that person look worse - to assassinate someone else’s character after they’d entrusted him with writing their PeerRec.
