Penn Scholarship+National Merit Full Ride=?

Okay, so I’m a HS Junior right now pretty much guaranteed to get to National Merit Semi-Finalist standing (State Qualifying Score is predicted to be around 208 and I got a 221) and I’m a strong writing URM with a 3.96 unweighted and 4.56 weighted and average EC’s so I’m betting I’ll make NMF. I’m looking at Oklahoma and Kentucky for affordable institutions to attend being that my EFC is 0 and my parents can’t really afford much. Being that I should get the maximum Pell Grant, what happens if I apply to Kentucky, get in, and get the Patterson Scholarship (assuming its still there). Would the scholarship be reduced in turn so that the sum equals Kentucky’s Cost of Attendence? Same for Oklahoma…if I apply for and get enough scholarships to reach the COA difference, what happens to my Pell Grant?

Pell is an entitlement. You get that.

Well yes, I understand that neither are quite full but I’m asking if, in the context of the Kentucky Patterson Scholarship (which from all the research I can find is pretty close to the COA at the moment), if my Pell Grant in combination with other scholarships causes my aid to tip over the COA will Kentucky reduce its scholarship to post Pell application COA of pre Pell application COA?

Basically if COA: $40,000
Kentucky Patterson + Outside Scholarships: $43,000
Pell Grant: $5,775
Total Financial Assistance: $48,775

Does Kentucky cut $3,000 out of its scholarship package in overaward or $8,775?
