Penn's transfer supplement essay and common application essay ask the same thing

Common app. Promt asks :"Please provide a statement (250 words minimum) that addresses your reasons for transferring and the objectives you hope to achieve."

Penn supplement asks: Please write an essay that describes the specific academic programs and unique characteristics of the University of Pennsylvania that most interest you. An evaluation of your college education to date and why your educational goals may be better served at Penn should be addressed.

--Well the "specific academic programs" part makes sense because it ask you to get more specific, but the part about "why your educational goals may be better served at Penn should be addressed" seems to greatly overlap with the main essay. Does anyone have any experience with this? I do not want to repeat things over and over.
