Percentiles

<p>Why don't the percentiles line up between the SAT and ACT? For example, everywhere says that a 31 is equal to a 2100 but it's the 97th percentile. The SAT's 97th percentile is 2110-2150. Shouldn't the percentiles line up?</p>
