PHD or MS Economics or Statistics Programs for 3.0

Sophomore at Michigan State University. Changed my major to BS Economics and Statistics because my GPA isn't around a 3.5 for Accounting or Business School. Decided that Economics and Statistics most similar major outside of Business School that will let me graduate in time.

I would like to apply to Michigan State University for graduate school in either Economics or Statistics, but am worried that it's too competitive for me since both programs are ranked in the top #50. I plan on applying to Oakland University, a smaller university in Michigan for graduate school.

Besides applying to the two schools are there any universities that I have an easier chance to get in.

Is there a list of universities that accept students with a 3.0 or lower for the PHD or MS programs. I currently have a research position at MSU and am on E-Board.

Are there any extracurricular/experience that will help my chances of getting into graduate school?

Anything can happen, but a 3.0 is going to be difficult to get over for most graduate committees.
