Colleges:
Portland State University (In-State)
University of Oregon (In-State)
University of Washington
University of Texas- Arlington
Texas A&M - College Station
Indiana University - Bloomington
University of Texas - Austin
UC Riverside (Cousins go there)
Arizona State University
University of Illinois - Urbana Champaign
Penn State Berks
Temple University

Could you also tell what to improve? What other schools I should look at? Especially for business major.

First of all, report your SAT score, not your ACT score (a 26 ACT is about a 1777 SAT)

Portland State University (In-State)--Match
University of Oregon (In-State)--Match
University of Washington--Reach
University of Texas- Arlington--Match
Texas A&M - College Station--Reach
Indiana University - Bloomington--Slight Reach
University of Texas - Austin--Big Reach
UC Riverside--Slight Reach (out of state)
Arizona State University--Match
University of Illinois - Urbana Champaign--Big Reach
Penn State Berks--Match
Temple University--Match to Slight Reach

You should report the SAT, but try to take either of the two again. as it stands right now:

Portland: in
U of O: in
UW: reach
University of Texas- Arlington: Idk much about it, but i'll say match
Texas A&M - College Station: reach, esp. oos
Indiana University - Bloomington: a little bit of a reach, but if you can improve that SAT to a 1950 + maybe in
University of Texas - Austin: huge reach. even if you had a 3.4, it'd still be a huge reach b/c of their 10% rule.
UC – Riverside (Cousins go there): i'm going to say in
Arizona State University: you already fit the bill because you got higher than a 24 on the ACT, so safety
University of Illinois - Urbana Champaign: big reach.
Penn State – Berks: in? don't know much about it
Temple University: match? i've heard of temple, but again don't know much about it.

look into smu, it'd be maybe a match if you get that test score way up and a good essay. also look at Va Tech and OSU in your own backyard too, and University of Colorado, Boulder

unfortunately, i am not too familiar with many of the colleges that you are looking into, and i dont want to give you a false chance
however, i'll do the ones i know:

UC Riverside: good shot (however, its harder for out of state)
Penn State: Match
U of texas (austin) : reach
Arizona State: Safety
U of Texas Arlington: match
Texas AM : reach

srry i couldnt do more!
if you can, try to up your SAT or ACT even more to give you that even better edge
im sure your essays will be awesome though based on your situation

Portland State - match
U Oregon - match
U Washington - reach
UT Arlington - match
Texas A&M - reach
IU Bloomington - slight match
UT Austin - reach
UC Riverside - slight reach
ASU - match
UIUC - reach
Penn State - match
Temple - slight match

thank you guys very much. kmitch09, thanks for the essay advice. I'm planning on retaking the SAT and ACT in sep. and oct. hopefully tryin to hit 28-30 on ACT. And roughly 2000 on SAT.

Your ECs look good, and if you can raise your GPA and your test scores you have a shot.
I agree mostly with RealM except maybe not a match for Penn State (if youre out of state)

If you went to such a rigorous school, low GPA notwithstanding a more respectable SAT and ACT could counter that. But they didn't, so that makes one second-think exactly how "rigorous" this school of yours is.

I'd say solid chances all-around. You picked a nice list of schools.
