My ACT score is low to what UW expects and I do not have time to raise it. How much of a factor would that be in admission?

According to the College Confidential’s Super Match, the UW’s average ACT composite score for acceptances is 27, while Collegeboard puts the middle 50% at 25-31. Therefore, you have a lower than average composite score, but just high enough to be considered within average range. Higher than average GPA compared to that for accepted students (3.75). Although the in-state acceptance rate is higher at 66% compared to the overall 52% provided by the Seattle Times, we cannot make assumptions on the stats of in-state vs out-of-state acceptances. My “feel” is that you’ll be fine though, if that means anything

If your 3.88 GPA is unweighted, you might have a fair chance. The 2014 class (latest available) had a middle 50% unweighted GPA of 3.64-3.93 and an average unweighted GPA of 3.76. The Common Data Set states that GPA is more important than test scores (although both are important, of course). Good luck!
