Your ECs are quite good, and your SAT and ACT are competitive and evidence an ability to achieve a higher GPA under better circumstances. If your essay is persuasive regarding your GPA, you may have a low reach chance (maybe even a high match chance if the “holistic review” works in your favor).
However, as you may already know, it will be a little tougher for you because nonresidents have a lower acceptance rate (about 2/3 of applicants are OOS and internationals, and they fill about 1/3 of the seats in the entering class). Also, for reference, UW’s 2014 Common Data Set reports unweighted GPA of all enrolled freshmen as follows:
3.75/+ = 59.83%
3.50 to 3.74 = 28.95%
3.25 to 3.49 = 8.90%
3.00 to 3.24 = 1.81%
