Please chance my daughter at UCSB

My in-state daughter has a 3.9 capped weighted GPA and a 4.14 weighted GPA, with 7 APs . She has a 33 ACT (34 Math, 34 English), with good extracurriculars (Varsity Lacrosse starter on a championship team, Intern for CA State Senator, campaign volunteer for State Assembly, City Youth Commission), and is a National Hispanic Recognition Program Scholar. Applied as undeclared.

Are her chances low for admission to UCSB based on her capped weighted GPA?

2018 Freshman admit rates for UC GPA of 3.80-4.19 capped weighted:
UCSB: 38%

2019 UC capped weighted GPA averages along with 25th-75th percentile range:
UCSB: 4.16 (4.04-4.28)

25th - 75th percentiles for ACT composite + language arts
UCSB: 26-34

UC capped weighted GPA is below the 25th percentile but ACT is above the 50th. UC’s tend to be more GPA focused vs. test focused. UCSB reviews applicants based on 50% academics and 50% EC’s/essays which will help her chances. I would say she has at least 50/50 chance or higher.
