Please help find Large U near City

My sophomore D is trying to start her college search. She loves art, and kind of likes quirky unique shops, restaurants , etc. Could care less about sports, fashion, greek life, etc. She really wants a large school but would like to be in a cool city or great college town. She is considering U of Wash, but from what I hear they are not particularly welcoming to OOS and expensive for OOS ( although doable). NYU is definitely too expensive for us. She will probably major in Art or possibly business ( maybe a combo) , We anticipate a 3.7 GPA and SAT approx 1200-1300. Prestige is NOT a factor - she is more interested in finding some cool people to hang with in an environment where going to see some indy bands would be chosen over a frat party.
Any suggestions - we are not finding much and hope there is a hidden jewel somewhere !

If you're in PA, I would consider Carnegie Mellon, although it would be a reach. I'm not sure about their financial aid policy. RI School of Design (next to Brown) also might be worth looking into, although I'm not sure that's exactly what she's looking for. UT Austin seems like it might be a good fit.

U Oregon, Colorado, Vermont, Montana, UC SC, BU

U Maine? I thought of it earlier because it fits most of the criteria (very good business program), but it's in a fairly small town.

Might want to check out University of Maryland-CP. The town isnt that great but its right next to DC. There business school is pretty good too and she has a shot at their honors program as well which is great.

Thanks for all of the suggestions - we will start checking these out. Keep them coming!

Rutgers is only 20-30 miles or so from NYC. You can walk to the bus or the train station from campus to get to the City.

Rutgers, Maryland, Boston U, George Washington

U Georgia in Athens-- great indie rock scene.

If you really want someplace cheap, and in the city, I suggest CUNY, more specifically:
-CUNY Hunter College: I go there, small campus, big school, but right in the center of manhattan.
-Fordham+Queens: Nice campuses.
