Plus Loans and court judgements

<p>I'm a rising sophomore at a state college and I'm preparing my finances for my next year at college. I've seen that the Requirements for a parent PLUS loan have changed, so I did a preliminary check of my father's ability to take out a loan to be on the safe side. Unfortunately, he was denied. MY father had good credit his entire life until two years ago he stopped paying a credit card that nearly ruined his credit. He's slowly repaying it, and is just under the 90 day delinquent mark. My PLUS correspondence said that he has an account 90 days or more delinquent, apparently the only account keeping him from getting it granted, but his credit card account says he's 86 days. Does PLUS round up any number over 60 to 90? He will get current on his account in a few days, so if that's the issue then I'm not concerned.
What I am concerned about is that he has a court judgement for a few thousand dollars in his name (a judgement against what I wouldn't know, but he co signed for my brother). The judgement was made in 2009, however since my brother was my endorser last year because of my father's credit card issue, I have no idea whether that's why he was denied. The same exact report showed up on my brothers report and he successfully endorsed my father last year. My question is, can a court judgement disqualify a parent from taking out a plus loan? And if so, does the same rule apply for endorsers?</p>
