I believe that UR this year has taken an interesting approach to financial aid. I heard that many students got measly aid whereas some students are jumping for joy with the aid that they got. Perhaps UR is using the aid not offered to some students in making it possible for other students to attend. I haven't received my aid package yet but I hope I'm in the happy category!

What do you mean by this? If they want one student over another, why would’nt they make the offer to them?

Wikipedia has a brief discussion of the goals and strategies of college admissions officers.

With over 10,000 applicants, I’m not sure how anyone (outside of the UR financial aid office) can have accurate information about the distribution of FA funds. Unless you have intimate knowledge about the financial status of each applicant, I think all of this talk is pure speculation.

Take a look at this link for a job opening for new position as a VP for Enrollment Managment at the University of Richmond. I believe that this more than speculation.
