Possible for a commuter to get a permit through a resident?

<p>I'm actually a junior this year and Zone B commuter lots are sold out.</p>

<p>I know some friends living in dorms on busch. Does anyone know whether its possible for me to have a dorming friend buy a resident permit and register my car under his name? Do they ask for car registration when you purchase a permit?</p>
