Is it possible to apply ED to one school and apply EA (not restrictive) to another school? For example, could I apply ED to upenn and still apply EA to a place like MIT to increase overall chances?

No you cannot do that.

Yes, you can as long as it isn’t restrictive/single choice early action.

You need to check each school’s ED or EA rules to see if that would be allowed.

It should be allowed since Early Action is not binding, like Early Decision. After all, that is what differentiates the two. However, if you are accepted to the school that you applied Early Decision to, you must attend that school, even if you are accepted to the school that you applied Early Action to.

It is allowed

As long as it’s not Restricted or Single Choice Early Action (Georgetown is an example of the former; Harvard of the latter), it’s fine.

Early decision schools generally allow you to apply early action elsewhere. Most EA schools allow you to apply ED or EA elsewhere. However, some, such as Georgetown, prohibit you from applying ED but not EA elsewhere, and a handful are single choice EA which prohibit you from applying EA and ED elsewhere (subject to certain exceptions such as being allowed to apply to your home state public universities EA).

Thanks for getting back to me! So would it be possible to do something like apply to upenn M&T ED (only the program ED and select the option where you apply to upenn regular), MIT EA and EA to my state school?

Yes, but if you got into UPenn you would have to attend since you applied ED…
