My feeling would be to go to UC and graduate with least amount of debt for undergrad. Her chances of getting into med school are really dependent on her academic performance. At minimum she needs good grades and a good MCAT score. Keep in mind most premed classes don’t teach with the MCAT in mind so she will need to study separately for that. Save the money for medical school which will be very expensive.
There is also the possibility she may change her mind about pursuing medicine. Many start out as premed as freshman but drop the idea because they are not able to maintain the grades needed to get admitted to med school.
She needs to strive for at least a 3.7 gpa. One bad semester and it’s hard to bring that gpa back up. Very important to start college with efficient study habits as the coursework will be more intense than high school.
What will give D a better chance to go to med school is to submit a competitive app in all respects (eg GPAs, MCAT, ECs, LoRs, secondary essays, PS), and then if offered, do well on interview(s). Applying broadly would also be important. Whether she has a competitive app to submit someday will be much more on her efforts, less on where she goes to college. Agree with above, save your money for med school.
