I sent in my SAT Nov. 29 , and with a rush delivery it reached this morning i believe, i also send in my penn state app Nov. 29. But my guidance counselor has yet to send in my transcripts. will my application be considered part of the priority deadline without my transcripts (which i have no control over, and will again remind my counselor about...) or will having a incomplete application (not my fault..) effect me negatively as spaces will start to fill up with other students who had complete transcripts before priority deadline of Nov. 30?

Also my SAT score highest from one test date is :1740 (unfortunately no super score allowed:/)
with a GPA of: 86.6

Your application will not be considered complete for priority application unless they have all materials by November 30th. I do believe that on their FB page, admissions said that if your transcript was postmarked prior to Nov 30th they would count that, so I’d assume they would do the same for SAT scores. But, it sounds like your transcript has yet to be sent. So you will be in the next wave of applicants.

Your stats are on the lower side of their applicant pool from what I’ve seen but that’s not to say you won’t get in. Did you apply for DUS and summer session? And what about the rigor of your high school courses because this plays a large role as well. I am in a similar position as far as not making the priority deadline. My transcripts were sent on the 30th even though I sent my transcript request form in october and emailed AND visited my counselor multiple times asking if she had sent my transcripts yet. However, she said that as long as “my part is in” before the deadline and the transcripts are sent, not received, before the 30th that I should be fine. I’m not sure if this is true or not but that’s what I was told. Good luck!
