Priority transfer application, or wait for dean's list award?

I am currently a freshman mechanical engineering student at University of Iowa, and I want to transfer to UIUC's engineering for Fall 2014.

My GPA for Fall 2013 was 3.73. Looking at Uni of Iowa's Dean's List requirements, I am eligible for the dean's list award. However, based on Fall 2012, 2011, and 2010 deans list publications, they don't publish the information until somewhere during February.

UIUC's priority transfer application's deadline is at Feb 1st, the regular deadline is March 1st.

EDIT2: On a slightly off-topic question, how much does UIUC's engineering value leadership positions for the transfer application? I am involved with three different engineering organizations, SAE baja, ASME, and AIAA, but two of them have fairly informal leadership (president, vice president, everyone else does what they need to do).

The AIAA has a more defined leadership, but the only leadership positions offered for freshmen are "junior" officers, which mainly do email work.

I do have a lot of project experience, ranging from building/driving baja off-road vehicles to designing/building a prototype hovercraft.

Also, when does UIUC tell transfer applicants if they were accepted, deferred or rejected?

Don’t wait for any Dean’s List Award from Iowa, you just get your name on a list. They used to send out a letter congratulating you for making Dean’s List and they didn’t do that last spring. Just put on your application that you made the Dean’s List since you obviously did.
