problems with ucas reference

So my referee was not able to provide predicted grades, is this a problem? Also I'm not sure if my reference is very well(not because of what it says about me but just for the fact that my school has never done this process before)
Do unis give the reference a lot of weight?

If you don’t already have the required marks for the course that you are applying for, you have to have predicted grades.

None of us knows for certain, but it appears that the reference is most important if it provides information that explains something not obvious from the outside OR if it comes across as not very enthusiastic. The assumption is that most references will be generally positive.
