Proof of financial capacity and bank letter from US banks

We are in the process of getting together required documents for the application of CAQ which are explained here:

http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/students/obtaining-authorizations/requirements/financial-capacity.html

In this document we are required to ask our bank to provide a letter like this: http://www.immigration-quebec.gouv.qc.ca/publications/en/studies/bank-letter.pdf

We have ask our bank, ALLY bank to provide this letter, and they gladly accepted it and promised for 5-7 business day turnaround. But at the end they came back and said that they cannot provide that letter because their legal interpretation of the text of the letter is that they will be legally responsible for the payment if we fail to do so. I'm no lawyer but it seemed far fetched to me. Anyway, they didn't give in and they will send me the standard verification of deposit letter.

I have a little sympathy for the bank because it is kind of antiquated for government of Quebec to ask for this kind of specific letter, instead of simple verification of deposit, but still, I was not happy that my bank refused to write this letter.

Have you successfully have you bank provide this letter? If so, I like to hear which bank was willing to do so.

I sent letter to international student of McGill if they think

oops, posted prematurely. I sent letter to international student service of McGill if they think I can do with verification of deposit letter and waiting for their response.

I got response back from International Student Service. Seems like I’m all set:

The Bank letter template that is provided with the CAQ checklist is just an example of a financial document that you can submit. There is no need to provide the exact one as many banks cannot provide such a letter.
