<p>I really thought there was a tense change, but since the sentence did start with “that” and it sounds awkward, it probably was no error, unless there was a multitude of trickery, like starting the sentence with that, using a less common past participial, etc., designed to distract people from the tense change.</p>
<p>I remember it was has because I remember debating between has/had, then being a ■■■■■■ and calling it an error, thinking it was had, and not getting NMSF.</p>

<p>I saw has as well. I remember a question very similar to this on one of the official practice sats. It had “that” in a similar sentence structure and it was correct. I left this one blank but I was leaning towards E.</p>
