PSU vs TAMU vs Virginia Tech for Industrial Engineering

I just got accepted to PSU, TAMU and Virginia Tech for Undergrad. I want to study in Industrial Engineering. I am an international student and have no clue which one should I choose. Which one has a better program? Which one has better internship program? Which one would benefit me better after graduate? I was really interested about going to TAMU, but I found out about their system to get in to the intended major in Sophmore year. That made me really hesitated about going to TAMU.

Thank You!
Ps. My parents are really concern about living in the cold weather.

Penn State also has a system for getting into your major later – you take certain classes, get C’s or better in them, and also achieve a certain GPA requirement (currently 2.80 for IE but may change https://advising.psu.edu/entrance-major-requirements-college-engineering-2018). However, if you fulfill the requirements (GPA and grades/classes) you are guaranteed a spot in your major.

All of them have a similar system where you are in a first year pre-engineering and must compete to get into your major. VT does assure admission to your major with a 3.0 GPA, while TAMU does assure admission to your major with a 3.5 GPA.

Check that you are actually admitted to the first year pre-engineering program; if not, you will have to face a higher bar or additional admission process.
