I am majoring in psychology and am planning on transferring to UCI, UCD or a CSU if those two reject.

Where did you transfer to and what was your GPA when applied?
What was your GPA at end of spring semester before transferring?

Apply to other UC’s as well! UCSC, UCR, etc. will likely yield higher chances, although your major is impacted.

Honestly, if you get a 4.0 or near it this semester, your application will look better, and your GPA will be higher than a 3.0.

My overall GPA was 3.8 when I applied and stayed the same through spring semester.

Applied: UCB, UCLA, UCSD, UCSC
Accepted: UCB, UCLA, UCSD, UCSC

I went with UCLA though ultimately. Good luck!
