I was wondering which one's better for an international student. I heard that public med schools don't consider an internation school as an in-state even though I go to college in that state.

It’s true that international students are not eligible for in-state tuition/in-state residency consideration. It doesn’t matter whether they have attend a college in the state or not.

As for which is better? The only answer is: it’s whatever medical school that accepts you.

Only 1/3 of US allopathic medical schools will consider non-Canadian international students for admission. Only 18 osteopathic medical schools will consider international students (including Canadians) for admission.

Here is a document that outlines which US med school accept internationals and which don’t, plus any special requirements that internationals must fulfill.
