<p>Do any actually exist?  All I've been hearing is about crappy OOS aid from places like Indiana, Penn State, Wisconsin, and Georgia.  What large publics give good OOS financial aid?  Btw, not for only "numbers" geniuses...I'm not gonna have a 1400 SAT despite my awesome ECs and perfect GPA.  grr</p>

              <p>University Colorado Boulder has a new out of state scholarship that just started this year. It's 15,000 a year for all four years which brings your tuition to about that of in state.
