I have been trying to increase my number in both of these events but as days go by, working out every other day. It seems that its getting harder and harder to do the same number I could do before. (a week ago, I could do 13-14 pull ups, now I can only do about 10 with a lot of effort)

You’re probably just broken down from working out and/or lack of sleep or bad diet. Or maybe you’re sick. As an athlete I can tell you that I’m really inconsistant and have good weeks and bad weeks, you could just be on a bad week.

If you’re sore take a couple days off until you aren’t sore, then get back to it. Try to get a lot of sleep and eat right as well (not that you aren’t doing those things already, just a couple of possibilities that popped into my head).

when you workout hard, you break down your muscles (in a way, making you temporarily weaker). you should feel sore- that is your body recouperating. your muscles realize they were pushed beyond their limit and rebuild stronger than before. the rate at which your muscles rebuild depends on diet, supplements, and rest. this works over time. you were simply testing yourself when your muscles were still rebuilding. but be aware it could take time to notice improvement in pullups, prolly not so long when it comes to pushups. hope this helps
