Question about early response

I am getting really confused here!!!

Are we eligible for early response if we submit our applications by Oct. 31st

OR

only if they receive the applications by Oct 31st, meaning that we should have sent them few weeks before????

Help~~~~!!!!

"Complete your application by October 31st.
Receive a decision by December 21st."

If you had to turn in the app 2 weeks before its due, then there would be no reason to do it online in my opinion.

What is considered a completed application?
Freshmen wishing to be considered for the Early Response deadline must have their applications completed by October 31st – all materials must be received (not postmarked) by the Office of Undergraduate Admissions by October 31st. A completed application consists of:

The application form
3 written response questions (additional written response required for consideration for preferred admission)
High School transcript
Counselor recommendation
Teacher recommendation (must be from a teacher in an academic subject – either English, math, science, social science, foreign language or computer programming)
SAT or ACT w/writing test scores (must be sent directly from the testing agency – rush scores not accepted)

So... with a four to five week SAT delivery time,(not rushed), you would have to have requested SATs sent to U Michigan by Sept 26th? Tough restrictions for kids!
