question about gov frq's

so my teacher has kept telling us that before we do the frq, to write an outline, but to write the outline on the actual free response paper and then after the outline, write the actual response. She says that the grader has to read the outline and the essay and if some of the information is in the outline they can give points for it and if some of it is in the essay, they can give points for it. Is this correct? Just wanted to make sure before actually doing it.</p>
