If you apply SCEA the school will see your grades from the first quarter of senior year and if you apply RD then they will see the first Semester of senior year-Right?

Also is this the case for all colleges?

if you apply SCEA, then they only see your transcript. my school doesn't send senior grades when you apply early so Harvard didn't see mine until they got the midyear report after i was deferred. so basically to answer the first part of your question: harvard only sees first quarter grades if your school sends them. to answer the second part: harvard will see first semester grades when you send the midyear report.

they also see your final grades once you have been admitted :)

If you apply SCEA, they will see your grades up to the end of your junior year. if you apply RD, they will see your grades up to your first semester of your senior year (or the first two quarters of your senior year or the first trimester of your senior year).

my school was a little different for SCEA: they saw final grades through junior year, with our GPA from those grades, and then they saw first term of senior year but those grades weren't included in our GPAs. i think it depends what type of schedule you school runs on...we normally have five terms, so that's why our first term was done in time for the adcoms to see those grades.

Well I ask because I have a specific problem. My teacher screwed up my grade big time. He fixed the grade but my rank will not be fixed until the next semester report-half way through senior year.

I want colleges to see my actual rank instead of a lower one plus a message from my GC saying "Whoops we screwed up!"

What do you think?

have your GC and the teacher write a note with the submission, or call up the admissions office and explain what happened so they can direct you as to what the best thing to do will be.
