I know that candidates are selected on the basis of SAT or ACT scores. I read somewhere that the top 30 males and top 30 females in each state are chosen as candidates. If I took both the SAT and ACT, and scored better on one than the other, will only the better score be considered?

Only the better score would be considered. It’s that good score that will trigger your invitation. The “lower score” won’t be part of the process at all.

How do students apply for the program?

Application is by invitation only. Students are invited to apply based on their scores on the SAT or ACT exam, their year of graduation from high school, and whether they are US Citizens. Students who qualify will automatically receive applications in January of the current program year. Students do not need to do anything extra in order to be considered for candidacy.

For the academic component of the program, students who meet the following criteria:

are U.S. citizens;
graduate or receive a diploma between January and August of the current program year; and
score exceptionally well on either the SAT of the College Board or the ACT of the American College Testing Program, based on tests taken during the two-year window that begins in September, 2007 and runs through October, 2009, (for the recognition cycle concluding in June, 2010).
For the arts component of the program, students who meet the following criteria:

are U.S. citizens;
graduate or receive a diploma between January and August of the current program year;
demonstrate academic achievement; and participate in the National Foundation for Advancement in the Arts’ (NFAA) YoungArts™ nationwide talent search.

Application for the U.S. Presidential Scholars Program is by invitation only. Students may not apply individually to the program or be nominated (outside of the above process).

When will applications be mailed for the 2010 Program?

Applications will be mailed to all students who meet the qualifying requirements on January 21, 2010.

I’m a bit confused - it says the process is by “invitation only” but encourages people to apply. Does that mean that if you don’t apply, you won’t be considered?
