question about stanford REA

On the common app, you have to agree to this: "I understand and agree that by applying under Stanford's Restrictive Early Action program I may not apply to any other college or university under any type of early action, early decision, or early notification program, but may apply to any number of schools under a regular or rolling admission program."

On the common app, it says nothing about being able to apply to public colleges early although the Stanford website says that you can. I want to apply to U Michigan (my in-state university) early action, am I allowed to do this?

Yes, you can. I emailed Stanford about this before.

yes, you are allowed. your in state state colleges are exempt.

Thanks, both of you
