Question about REA

I'm an international student planning to apply restrictive early action to a college in the US.

If I'm correct, REA means that you can't apply early to any other colleges.
My question is does that restriction refer only to colleges in the US or does it extend to all early application processes around the world?
There's also an early application round in my country and I'm wondering if I can apply if I also apply REA to a US college.

Thks for your replies.

I’m pretty sure REA still allows you to apply early to public colleges (let me know if I’m wrong, that’s what it says on Stanford’s website, that’s my source). I’d contact the admissions offices if I were you. Take care.

From Stanford’s site:

I assume other REA schools have similar policies.

yep, i’ve checked a few sources and it seems to be that way for all of the REA colleges I checked.
Thks guys
