Question about test scores

I found this on Duke’s website regarding multiple test scores:

“We will always consider your highest score regardless of test type or test date”

Does this mean if someone got a 29 ACT but a 2250 SAT, they will only consider the SAT score? Would the ACT score be completely overlooked?

Does Duke “super score” an applicant’s ACT for application consideration if they require you to submit ALL tests and the applicant’s scores varied from test to test in the 3 times the student took the ACT?

^According to their website, they consider the highest score from each section of the ACT, but they do not recalculate the composite score.

Not to hijack this thread, but would they also ignore subject test scores if they were 700 or below assuming you sent both SAT I and ACT w/writing with good scores for both?
