Question about the Davenport Scholarship

I'm looking at application for the Virginia Tech Davenport Scholarship from last year (this year's application is not out yet). On the application, it asks for your highest SAT Math Score, highest SAT Verbal Score, highest ACT Math Score, and highest ACT English Score (does not ask for the ACT Science or Reading scores). I know that the average SAT score for Davenport recipients has averaged around 1490 or so (per the Virginia Tech website). Does anyone know if they "mix and match" the scores (between ACT and SAT) to come up with your highest score? It is hard to tell from looking at the form. Thanks!
