Alright, so I didn't do as hot as I could have done in high school. Basically, I just didn't do my work. Anyway, I ended up just going to a local university until I figure out what I'm planning on doing from here.

But on to my question: Let's say that I do exceptionally well in college, and get straight A's or something close. How hard will it be for me to transfer to a top university (not Ivy or anything --- maybe Tufts or George Washington, or something like that)? Is the admissions process mostly based on college grades, or will my low high school GPA (3.1 UW) and low SAT (1910/2400) be a burden still? Is there anything I can do to maybe improve my chances?

Don't worry, you can transfer. Just show them that you've been working really hard and can do well at college-level classes. Get involed in your community and college and I'm sure you'll have a great chance at any college you're applying to. =]

In addition to any reach-y schools you try for, apply for transfer to some schools where your SAT's are in the top 25%. This will give you some match and safety schools for transfer and then you'll have good options. Of course, if you're happy to have your current school be your safety, you can apply to just reaches as long as you'll be happy with the option of staying where you are. Good luck.

BTW, your hs record is not all that bad, so I don't think it will hurt you as long as your college record is very good and you achieve it taking a serious courseload. The hs record wouldn't work at Ivies et al, as you say, but will work fine at many great schools.
