Ok lets say I'm accepted into a college that offers In-State-Tuition discount, and your first year you pay Out-Of-STate assuming you haven't resided in that state for 12 months. After the first year are you qualified for In-State-Tution for your second year ?

It depends on the State School you are talking about.

most schools have the specific answer on how they consider "residency" on their website
(I wouldn't think that living in a dorm constitutes qualifying as a resident for tuition purposes, if that's the question)

I thought you had to live in the state for four years before your a legal resident.

Not at any good state Us. I think Arizona allows it though.

Very few state schools will consider you a state resident after your first year of school. You are still considered a resident of the state you came from or where your parent(s) live.
