I have been admitted to the University of Michigan (Engineering), my top choice, but I am having trouble paying for the ridiculously high out-of-state tuition. I only received $5,000 from them as a loan in terms of financial aid. I am going to turn down other competitive colleges for UMich, so is there any way to talk to someone directly at UMich to try to get more financial aid by weighing in the other colleges I could go to?

You can try talking to them, but don't get your hopes up. UMich is a state school, so their first responsibility is to the students of Michigan.

IMO, the brief answer is no, you will not get more aid from them. It is a public university in a state with in dire economic circumstances. If you can't pay for UMich without other aid, it would be foolish to turn down other schools.

If any of these other "competitive" schools offered you a better financial deal, you should consider them. UMich is a state school in Michigan. You are out of state. As noted by others..their first obligation is to students IN the state of Michigan.

What was your EFC on FAFSA? If it was higher than the cost of attendance, I'm not sure what basis you would have for getting more aid.

Even if EFC wasn't higher, UM doesn't make any guarantees to meet need for OOS. They do meet need for low income in state students. That doesn't extend to OOS, though -- and OOS tuition is really expensive (COA is around $40k/year, I believe).
