Well, I can only tell you from my son's experience. I think on the ACT test if you take it more than once, you can choose which test date you want to send and it'll only show that test date and score. We were told during an admissions briefing, USMA will take your highest scores (both SAT & ACT) from each section so take it as many times as you can and continue to update your file.
As far as receiving a LOA before completing the application, my son applied for SS and they ask for basic information like his test scores, GPA, and extracurricular activies. He passed his CFA at SS and sent in his 6th semester transcript when he came back. He received his LOA a couple of weeks later in mid July.

"Regarding the LOA how did people receive this before fully completing the application?"

Early LOAs are given out to selected outstanding candidates based on their candidate questionnaire; their 6th semester transcript; and standardized test scores. It is conditional and can be withdrawn. If the candidate completes all of the required outstanding elements to the satisfaction of admissions, an appointment is awarded.

Yes, admissions will take the highest subscores from multiple tests for either the SAT or the ACT. However, they will not mix and match SAT and ACT scores. It is worth taking both tests, many candidates do better on one than the other.
