questions on academic counselling and so on...

I am a newly admitted student to UT, St George Campus, College of Art and Science, with membership in Victoria College. I have some questions on academic and career counseling. And advice and replies will be greatly appreciated.
Academic Counselling at UT, St George Campus, College of Art and Science, starts from the college level. In my case, Victoria college. I am not sure what my academic interest is, so want to explore that at university and then specialize.
1. Does UT and Victoria College provide comprehensive advice on course information, job market information associated with a particular major, graduate school requirements and things like advice on whether is academically capable of doing will in a particular subject? From the Fiske guide, I read that there is a lot of red tape with academic counseling at Mcgill and UBC, also it is difficult to find a knowledgeable counselor there. Does the same apply to UT, and its seven colleges?(Students from colleges other than Vic, could you talk about academic counseling at your college?)
2. Is it realistic to explore ones’ academic interest at university in just one year? (If I am not mistaken, student at UT should declare their major at the end of first year) Also give I am going to transfer 2 credits out of a total of 20 from my A-level studies, does it make it even more unrealistic to find out my academic interest through taking general education course? Especially if I make the assumption first that the academic counseling service at UT is not very good, is it very very very unrealistic?

Thanks!
