<p>Does Penn (or any other school for that matter) work with a quota system where they only accept a certain amount of students from each school? </p>
<p>For example, if there are let's say 10 (impossible) highly qualified applicants in my school who apply for Penn, is there a set number of people they're only allowed to take from my school? If the quota is say...5, do they reject 5 people and then accept less or equally qualified applicants from other schools?</p>
<p>Scenario
School A
10 applicants- all highly qualified, deserve to get in.</p>
<p>School B
5 applicants- 3 highly qualified, 2 so-so.</p>
<p>Would they only take 5 of the highly qualified from school A and then take the 3 highly qualified and 2 so-so candidates from school B? Or would they instead take 7 from school A and the 3 from school B? Or possibly all 15 highly qualified applicants? (Hmm...streams of sentences involving numbers are hard to follow).</p>
