Reassigning teachers on CommonApp after the deadline

I assigned my two recommenders before winter break, and while one received the email and was able to complete his recommendation, the other was was unable to receive any emails from CommonApp(despite sending multiple times, this only happened to me, although he did have other students use this email account for their recommendations).

I deleted this teacher from my recommenders, reassigned him with a different email over break. He did receive this email, but didn’t start on the recommendation, so I thought he didn’t receive this email either, and switched back to using the first email before I submitted my applications. He still can’t receive the email from CommonApp, so I would like to delete him again and reassign with the email that worked, which I apparently can do on CommonApp by going under the Recommenders tab.

Does anyone know if colleges I’ve already applied to would be able to access his recommendation if I’ve assigned him after the deadline?
