<p>If finances are an important consideration, you need to be careful about costs as an out-of-state student attending a state university outside Minnesota. Your first investigations should be the campuses of the University of Minnesota, followed by looking at private schools that may give good financial aid to someone in your situation.</p>
<p>May be a little bit of a reach, but Washington University of St. Louis (from what I hear) has a superb Arabic program. But socioeconomic status/URM (i think) could really help you. This really fulfills all of your reqiurements, as it is in St. Louis I believe and is just a great school/</p>
<p>Just go to U of Minnesota, and major a CS or engineering. Its super computing center is world class and will be a great resource for your study/job/internship. Not to mention its legendary ChemE dept. yeah yeah I know it's fargo cold in winter time ;)</p>
<p>He's an interesting candidate, so, I think he could get some decent merit aid at Ohio State and Binghamton definitely. He also stands a chance at Michigan. He even has a shot (not very big, but a shot) at Texas and UCLA.</p>
