In the Common App, it says that you can add recommenders but they won’t receive an invitation email until you assign him or her to a college. So does this mean that they get a separate invitation for each college I add them to? Do they have to write a separate letter for each college?

You input the names of who you want to write your letters and then when you go into the school specific application section you assign who you want to write a letter for that school. So let’s say you ask three teachers but one school says we want no more than two letters. You would then pick which two of the three you want assigned to that school.
The teachers have the option of putting a generic letter in the common app which can be forwarded to each school. (i.e., This student is hard working and was one of the best students ever. I know they will be successful in all their future endeavors.) Or the teacher may elect to mail and write a more specific letter. (i.e., This student has talked about attending “Univ X” since I first met them and as alumni of “Univ X” I couldn’t think of a better fit for them."
A teacher won’t be sent an invite for a letter until you actually assign them to a school. Read the instructions for each school carefully. Some may say we want 1 science teacher. Some may say it needs to be a current or last year teacher so you can’t use the 9th grade teacher you love. So to answer your question, you can chose who you want to assign to each school.

It should appear as you go through the application on each school or you can look on their website. Google the name of the school and letter of recommendation and you should get some answers. I believe a school that says you can only submit two won’t allow you to assign more than that.
I just googled Georgia Tech Letters of Recommendation and got this.
One (1) teacher recommendation will be considered if you choose to submit this information. Recommendations must be submitted electronically via your application platform. We recommend you ask a teacher of an academic subject (for example, English, math, science, social science, or foreign language) to complete the form as instructed and submit electronically.
So for that school you would assign a teacher that fit that criteria and not you art teacher.
UVA states:
We require one teacher recommendation here, but we don’t specify the grade level or subject area for that teacher. We want you to pick the teacher who you think has the best insight into your classroom performance and style. Who might talk about your role in class discussion or your style when working on a group project? Who might have a story about you working really hard to get through a particularly different concept? That’s the teacher you should ask!
As you get more into your applications the process will become clearer. If you haven’t already you should be asking your teachers for their permission to use you. Once you do that the process will start.
