My UT Austin application status under my document list says : "Engr Honors Recommendation " received.
What does this mean?

What exactly is your question?
It means that UT received a letter of recommendation from someone (a teacher?) for your Engineering Honors application. You can go here:
http://bealonghorn.utexas.edu/submit
scroll down to “recommendations” and then click on “document upload system” to see all the recommendations you’ve requested and/or received.
Did you apply for UT Auston’s Engineering Honors Program? There is a separate honors application that you can complete; if you completed it, then the recommendation is being considered with your honors application.
